211 for VoIP and 511 for Wireless p-ANI Assignment Practice

The state of CA, the state of ME, the state of NJ, and some existing 911 system service providers in certain areas have requested that the RNA continue to assign 211 for VoIP and 511 for wireless. Additionally, the state of Connecticut requests that wireless carriers or their agents request only ESRKs and ERSDs from the block(s) of p-ANIs already assigned to that carrier.

Therefore, please include this information in the ‘p-ANI(s) (NXX-XXXX) assignment preference’ field provided on the Part 1 form, whether the request for p-ANIs is for a VoIP or Wireless service, and for CT include the range from which the assignment should be made.

We are providing this information to conform to existing assignment practices, however, we recognize that this is not conducive to number conservation. Upon consultation with the FCC, we have ascertained that this assignment practice will not be able to be continued in an NPA when either the 211 or 511 NXX is depleted. Since carriers do not provide separate forecasts for 211 and 511 (because it makes no difference in most instances), we have no information that will reliably give us much advance warning of such exhaust.
