As of today, Neustar assumes the responsibility as the
permanent Routing Number
-
Administrator (RNA). The RNA is responsible for managing and
assigning non-dialable
-
p-ANIs (Pseudo-Automatic Number Identification) which are used
to support the routing
-
of wireless and VoIP 9-1-1 calls, out of the 211 NXX and 511 NXX
on a national basis including Puerto Rico.
The Routing Number Administrator System (RNAS) is also now
available at www.nationalpani.com. To register for access to the
RNAS, select the ‘Register’ link. If you have already registered
and received your temporary password, you can access the RNAS by
using the ‘Login with Frames’ or ‘Login without Frames’ options.
Any entity intending to apply for non-dialable p-ANIs will be
required to file an initial forecast in the RNAS from March 19,
2012 – April 18, 2012, so that the RNA can promptly assess what
the forecasted demand will be during the first year of
implementation as to the possible exhaust dates of the 211 and
511 NXXs. This forecast may be modified, as necessary.
The RNAS user guides and manual p-ANI Forecast user guide and
template is located under ‘Documents’.
All future notices relating to p-ANI will only be sent to
registered users of RNAS.

Forecast Requirement March 19, 2012
If you are looking to request p-ANIs in March, then you would
submit a forecast that covers the October 2011 - March 2012
period. However, you will also need to submit a forecast by
April 18th that covers the April 2012 – September 2012 and
October 2012 – March 2013 periods, which covers the initial
forecast requirement.
Per the INC p-ANI Administrator Guidelines, carriers are
required to forecast on a semi-annual basis. Below is an excerpt
from section 6.0 of the guidelines which addresses the forecast
timelines:
P-ANI Assignees and p-ANI Applicants shall submit their
P-ANI Forecast Report (Appendix 1) to the RNA on a semi-annual
basis on or before April 1st for the period of April 1st of the
current year through March 31st of the following year, and on or
before October 1st for the period of October 1st of the current
year through September 30th of the following year.

public website is now

available and entities may start registering for access to the
Routing Number Administrator

System (RNAS). To register, go to
www.nationalpani.com,
and select the ‘Register’ link. To review the registration
process, please refer to the RNA System New User Registration
Guide located under ‘Documents’.
Once your registration request has been approved, you will
receive an email confirmation from RNAS. After you have
acknowledged the receipt of the confirmation email, we will call
you with your temporary password. You will be able to log in to
the RNAS starting on Monday, March 19th, which is when Neustar
assumes the responsibility as the permanent RNA. This is also
the first day the RNA will start accepting forecasts and
applications in the RNAS.
